San Mateo County Council of Cities Meeting Minutes

Meeting Date: Friday, May 29, 2009

Host City: Menlo Park

Call to Order: Chair Terry Nagel called the SMC Council of Cities meeting to order at 6:50 pm following the SMC City Selection Committee Mtg.

Roll Call/Introduction of Guests:  Secretary/Treasurer Marge Colapietro called the roll and City Officials introduced their guests.

Present:  Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola  Valley, San Bruno, San Carlos, San Mateo, South San Francisco, Woodside.

Absent:  Redwood City

Introductions:  Chair Terry Nagel introduced Host City Mayor Heyward Robinson.

Welcome Mayor of Host City:  Mayor Robinson welcomed everyone to Menlo Park and proudly announced the passage of the city’s climate action plan, and talked about the challenges Menlo Park faces relative to transportation, budget and long-term planning.

Approval of Minutes:  The minutes of the April 24, 2009 were unanimously approved.

Board of Supervisors’ Report:  No report.

Treasurer’s Report:  Secretary/Treasurer Marge Colapietro presented the report for the month of April 2009.  She reported a total account balance of $4,072.62 and advised that the report was included with the Minutes of April 29 that were distributed.

Committee Reports:  Vice Chairwoman Christine Krolik informed/discussed the upcoming panel presentatioscheduled for the June 26th meeting on the topic of “Pension Problems;”  the July 31st meeting to be hosted by Half Moon Bay that will include an afternoon farm tour of the Coastside, lunch and shopping and encouraged everyone to reserve early because special preparations will be needed in advance of the July 31st schedule.

Linda Koelling, President of the League of California Cities Peninsula Division discussed:  Upcoming League Day in Sacramento and announced that the League’s Conference will take place this year during September in San Jose, and encouraged everyone to make reservations as early as possible.

Announcements:  None

Program:  Mayor Robinson introduced Guest Speaker Phillip Kilbridge, Executive Director of Habitat for Humanity Greater San Francisco Bay Area. Mr. Kilbridge discussed how our county’s low foreclosure rates mask pockets of instability and human suffering and have thus prevented our county from qualifying for funding under Congress’ Neighborhood Stabilization Program. He then talked about the Habitat for Humanity efforts to find a way to combat
mounting foreclosures in Menlo Park’s Belle Haven neighborhood through an innovative partnership with the city that other cities may wish to replicate. Numerous questions were asked and thoroughly answered by Mr. Kilbridge.

Chair Nagel thanked Mr. Kilbridge for his most informative and enthusiastic presentation.

Next meeting:  Friday, June 26, 2009, at the Foster City Crowne Plaza Hotel. Reception will begin at 6 pm followed by the Business Meeting, Dinner and Program.

Adjournment:  Chair Nagel adjourned the meeting at 8:27 pm.
